EMINENCE, KENTUCKY MAY 5, 2009
SPECIAL MEETING MINUTES
The City Council of the City of Eminence, Kentucky met in a special session on Tuesday, May 5, 2009 at 6:30 p.m. at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: Danny Meadows, Polly Troxell, Shawn Bright, Drane Stephens, Lee Ann Armstrong, and Leo Mason. Absent were none. Other individuals present were Attorney William Brammell, City Clerk Sandra Doane, Police Chief Carey Duncan, Public Works Director William Smith, Major Kevin Kemper, and Citizen Doug Gingrich.
The purpose of the meeting being called was to discuss the parks renovation project including the crumb rubber grant; purchase of crumb rubber; doors for the bathhouse; basketball court and other park concerns.
The Pledge of Allegiance was held.
Mayor Petitt called the meeting to order at 6:34 p.m. and asked that all cell phones be turned off or put in silent mode.
Mayor Petitt reviewed the agenda items with council stating that nothing else can be discussed.
Subject: Crumb Rubber Grant – Mayor Petitt announced that we did not receive our grant for purchase of crumb rubber mulch for our park.
Subject: Purchase of Crumb Rubber for Playground – Member Stephens reviewed the cost to purchase the crumb rubber mulch for the playground. Member Stephens stated that 4,468 square feet of crumb rubber mulch installed six inches deep including the fabric surfacing material for the playground area and the previous baby pool area is $18,269.04. This cost does not include installation. Member Bright asked that we review our budget to make sure we can do this.
Council reviewed financial information submitted by Clerk Doane detailing the parks account balance and possible transfer of funds from the general fund to cover the additional needs at the park.
Motion made by Member Mason and seconded by Member Armstrong to authorize the purchase of the crumb rubber and fabric as discussed for the total cost of $18,269.04. Member Stephens stated he did check on the cost for an alternate form of regular playground mulch with the price being $7,100.00 which would require replacing every year. Based upon a study the crumb rubber has a 30+ year like expectancy. On a call of vote by Clerk Doane, all members present voted “Yea”.
Subject: Replacement Doors for the Bathhouse – Member Stephens reviewed the three price quotes received for replacing the doors on the bathhouse as follows:

Wehr Constructors, Inc. – Louisville, KY - $5,685.00
(Includes finish hardware, but excludes door closures, painting and caulking)
Tim Holland – Eminence, KY - $4,566.00
(Includes hardware and does not say on the painting)
This work involves the replacement of three 3-0 X 6-8 steel pedestrian doors and one 5-0 X 6-8 double steel door. All of the bidders know that this work may require some block replacement as well. Discussion held.
Motion made by Member Armstrong and seconded by Member Troxell to accept the bid of Wehr Constructors, Inc. in the amount of $5,685.00 because of their reputation as contractors and the presentation of a more detailed bid. On a call of vote by Clerk Doane, all members present voted “Yea”.
Subject: Basketball Court – Member Armstrong reported that we have the two bids for the basketball court which were discussed previously. One is from Jeff Cozine for $2,000.00 and the other is from Corey Whitaker for $3,150.00. Member Armstrong stated she has not been able to get in touch with Mr. Cozine as requested by Council previously for him to detail his bid so that we can be sure we are comparing the bids appropriately. Mr. Cozine has verbally stated he would do the same work as detailed on Mr. Whitaker’s bid; however Mr. Cozine’s written bid does not say this. Member Bright stated he has heard that putting concrete on top of asphalt will not hold unless rock is installed first. Discussion held. It was stated that Mr. Cozine has agreed to include the labor on the pavilion for free if he gets this job. Attorney Brammell stated we can negotiate on the prices as this was not a formal bidding process. Consensus of council to table this until the next meeting with Mayor Petitt being asked to get a detailed bid from Mr. Cozine. Neither bid includes any materials.
The cost of the concrete was discussed. We have a quoted price of $75.00 per yard delivered from Pearce Ready Mix Concrete. At 50 yards of concrete this would cost $3,750.00. The cost of rock to be installed prior to the concrete is estimated at $500.00. With the lowest bid on the labor for the basketball courts, the total estimated cost would be $6,250.00.
The basketball goals will be brought to regulation size during this resurfacing project.
Subject: Other Park Concerns – The pavilion was discussed with Member Stephens stating he has one verbal quote from Tim Holland for $2,000.00 in labor costs to build the pavilion. He stated he cannot remember the exact quote for materials. This was tabled until the next meeting so all the cost estimates can be gathered together for the pavilion.
Member Meadows questioned if we have enough money to do the pavilion in this year’s budget since we need to put the bathrooms as the next priority. Member Stephens stated that based upon his discussions with Public Works Director Smith the only work needed is to paint and rebuild the valves. Member Stephens asked Mr. Smith if we could get the water turned on and check this all out prior to Monday night’s regular meeting. Mr. Smith stated he would take care of this.\
With no further business to be discussed, motion made by Member Bright and seconded by Member Stephens to adjourn. All members present voted “Yea”. Meeting adjourned at 7:10 p.m.
