SPECIAL MEETING MINUTES
The City Council of the City of Eminence, Kentucky met in a special session on Friday, February 20, 2009 12:00 p.m. (noon) at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: Danny Meadows, Shawn Bright, Drane Stephens, Lee Ann Armstrong, and Leo Mason. Absent was Polly Troxell. Other individuals present were Attorney William Brammell, City Clerk Sandra Doane, Police Major Kevin Kemper, Maintenance Employee Tim Fitzgerald, and Joyce Meyer.
The purpose of the meeting being called was to discuss the playground equipment bids; to possibly authorize the purchase of playground equipment; and to discuss other park renovation business.
The Pledge of Allegiance was held.
Mayor Petitt called the meeting to order at 12:00 p.m.
Subject: Playground Equipment Bids – Member Stephens reviewed with council the two bids received, which were as follows:
Bluegrass Recreational Products, (Representing Little Tikes) P. O. Box 3765,
Louisville, KY 40201-3765 - $43,835.50
Leisure Concepts, LLC, (Representing Play & Park Structures), 401 Chestnut Street, Suite 310, Chattanooga, TN 37402 - $35,185.42
Member Stephens stated both bids include delivery and installation with Leisure Concepts offering an option for us to unload and install the equipment ourselves for a lesser price; however the committee feels it is best to have this installation done by trained professionals.
Discussion held. Member Meadows asked if we need to provide a level installation area. Member Stephens stated not necessarily as we can level with the crumb rubber, however, if we want to go ahead and raise the level up over the old tiles we will need to purchase some rock and edging. Member Meadows stated he feels we need to go this route. Member Armstrong asked if the City maintenance department could break up the ceramic tile and sand down the sharp edges. Member Meadows stated this ceramic would be as sharp as glass and he feels it would be less expensive overall with the time involved to bring in the gravel and use the timber edging. Maintenance employee, Tim Fitzgerald stated three loads of rock should cost around $300.00 and that they could do the hauling. Member Meadows stated to let him know when we are ready to get the rock and he will see if he can get any kind of discount. Member Stephens stated he will get the pricing on the edging for our next meeting. Member Bright stated he did check the references for the low bidder with very personal and positive feedback from all he called with the salesman, Joe German, being very well thought of for his follow-up on projects.
Motion made by Member Meadows and seconded by Member Mason to authorize the Mayor to enter into a purchase contract with Play and Park Structures in the amount of $35,185.42 for the playground structure as bid. On a call of vote by Clerk Doane, all members present voted “Yea”.
Member Stephens stated the committee recommends the color of the structure be a combination of red, white and blue unless the council objects.
Member Stephens stated he hopes to have the overall cost for Phase I for the March regular council meeting.
With no further business to be discussed, motion made by Member Bright and seconded by Member Meadows to adjourn. All members present voted “Yea”. Meeting adjourned at 12:13 p.m.
