EMINENCE, KENTUCKY MAY 30, 2007
SPECIAL MEETING MINUTES
The City Council of the City of Eminence, Kentucky met in a special session on Thursday, May 30, 2007 at 6:15 p.m. at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: Shawn Bright, Treva Browning, Kelly Mathis and Drane Stevens. Absent were members George Armstrong and Danny Meadows. Other individuals present were Attorney William Brammell, Asst. City Clerk Robin Mullins, Chief Carey Duncan and Major Kevin Kemper and Katie Jacewicz with the Henry County Local.
The purpose of the meeting being called was to approve and discuss the Limited Land Lease, Tri-Party Agreement on Security Pledges, Mayor’s Budget Message and the 1st Reading FY 7-1-07/6-30-08 Budget Ordinance.
Mayor Petitt called the meeting to order at 6:16 p.m.
Subject: Limited Land Lease – Attorney Brammell explained that even though we no longer have to land farm sewer plant property, it is still necessary to keep it mowed and maintained. The lease we currently have with Tim Fitzgerald needs to be re-newed. Motion made by Member Bright and seconded by member Browning to authorize the Mayor to enter into a land farm lease agreement with Tim Fitzgerald as it is felt to be in the best interest of the public and the City of Eminence for Tim to do this as he is familiar with the lay of the land and needs for mowing by being at the plant each day. All members present voted “Yea”.
Subject: Tri-Party Agreement – Attorney Brammell explained the required new tri-party agreements between the City of Eminence, Farmers Deposit Bank and First National Banker’s Bank whose principal office is located at 7813 Office Park Boulevard, Baton Rouge, LA. Motion made by Member Bright and seconded by Member Mathis to authorize the Mayor to enter into the tri-party custodian agreement and security agreement on behalf of the City of Eminence and to further designate the Mayor and City Clerk/Treasurer as the City’s representatives to accept or release securities being pledged to secure deposits of the City of Eminence.
Subject: Budget Message – Mayor Jim Petitt presented and reviewed his budget message with council pointing our some of the major expenditures and differences from the previous year.
Subject: First Reading Budget Ordinance – Attorney Brammell held the first reading of the fiscal year 2007/2008 Budget Ordinance. The Mayor asked that each council member carefully review the budget and if they had any question to come to City Hall where he or Sandy could discuss them in depth. Short discussion followed.
With no further business to be discussed, motion made by Member Bright and seconded by Member Browning to adjourn. All members present voted “Yea”. Meeting adjourned at 6:40 p.m.
