EMINENCE, KENTUCKY  JUNE 21, 2007

SPECIAL MEETING MINUTES

The City Council of the City of Eminence, Kentucky met in a special session on Thursday, June 21, 2007 at 8:30 a.m. at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: Danny Meadows, Shawn Bright, Drane Stephens, Kelly Mathis, and George Armstrong. Absent was Member Treva Browning. Other individuals present were Attorney William Brammell, City Clerk Sandra Doane, Assistant City Clerk Robin Mullins, Police Chief Carey Duncan, Major Kevin Kemper, and Utilities Personnel Tim Fitzgerald.

The purpose of the meeting being called was to hold the public hearing on the proposed uses for the Municipal Aid and LGEA funds; have the second reading of the revised alcohol ordinance; and review with possible approval the current year budget line item changes.

Subject: Public Hearing - Mayor Petitt called the MAP and LGEA public hearing to order at 8:30 a.m.

Individuals present for the public hearing were the same as listed above.

Mayor Petitt asked for public comment on the proposed uses for the MAP and LGEA funds. There were no public comments. Mayor Petitt stated we would suspend the public hearing temporarily to see if anyone comes in late and continue with other business of the special called meeting.

Mayor Petitt called with special session council meeting to order at 8:31 a.m.

Subject: Second Reading Revised Alcohol Ordinance - Attorney Brammell held the second reading of the summary of a revised alcohol ordinance. Ordinance discussed briefly with one correction made under Section 111.20 deleting “there shall be no pro-ration of fees” at the end of the second paragraph. Motion made by Member Armstrong and seconded by Member Meadows to approve the ordinance as read and modified. On a call of vote by Clerk Doane, all members present voted “Yea”.

Mayor Petitt re-opened to the public hearing session at 8:35 a.m.

Subject: Public Hearing – Mayor Petitt reviewed the proposed expenditures with council. Member Meadows asked if we intend to correct additional drainage problems at the intersection of Merriweather and King Street. Mayor Petitt stated we do intend to do additional work in this area in the future, but it is not in this budget.

Mayor Petitt asked for additional comments from the public and inquired if we had received any written comments concerning the proposed uses for either fund. Clerk Doane stated that she had not received any written comments regarding either fund. With no other written or oral comments from the public regarding the proposed budget for the MAP and LGEA funds, the hearing was closed at 8:45 a.m.

Mayor Petitt re-opened the special called session of the meeting at 8:45 a.m.

Subject: Line Item Changes for Fiscal Year Budget 7-1-06/6-30-07 – The proposed line items changes necessary to correct the current fiscal year budget were reviewed by council. Motion made by Member Mathis and seconded by Member Stephens to approve the line item budget changes as presented (copy attached to minutes). On a call of vote by Clerk Doane, all members present voted “Yea”.

With no further business to be discussed, motion made by Member Meadows and seconded by Member Stephens to adjourn. All members present voted “Yea”. Meeting adjourned at 8:52 a.m.
