EMINENCE, KENTUCKY  JULY 23, 2007

SPECIAL MEETING MINUTES

The City Council of the City of Eminence, Kentucky met in a special session on Monday, July 23, 2007 at 6:15 p.m. at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: Danny Meadows, Treva Browning, Shawn Bright, Drane Stephens and George Armstrong. Absent were none. Other individuals present were Attorney William Brammell, City Clerk Sandra Doane, Smithfield Mayor Kenny Baker, Sharon Fields, Richard Thomas, Kevin Whitt, Polly Troxell, Bob McGee, Bobby Foree, Howard Roberts, Stanley Ford, and Henry County Local Representative Katie Jacewicz.

The purpose of the meeting being called was to discuss and possibly select a new council member and possible closed session.

Pledge of allegiance held.

Mayor Petitt called the special meeting to order at 6:15 p.m.

Subject: New Council Person - Mayor Petitt reported that Nancy Douglas had inquired about the position after the deadline for submitting your name for candidacy had passed. Mayor Petitt presented council with her resume as she had requested.

Mayor Petitt opened the meeting for discussion of a replacement council member. Council requested each interested individual present a brief overview about themselves.

The following individuals, who had confirmed their continued interest after the previous special meeting, presented a brief overview of their history and qualifications.

Sharon Fields stated she is interested in serving in the vacant position. Stated she is a four year resident and is currently serving as Pastor of the Eminence Christian Church. She stated she has experience as she previously served on the Paris City Commission off and on for ten years and taught school prior to that. Stated during her tenure with Paris she also served on various committees. Stated she has a public administration degree from Kentucky State. Stated she feels her experience is a plus for her.

Steve Lucas was not present.

Bob McGee stated he is a four year resident of Eminence and has lived in the County for several years. He plans on remaining in Eminence as he really likes the community. He is retired from General Electric, but also has 12-1/2 years experience with corrections. He has had varied positions with approximately 30 years in management and would appreciate our consideration.

Howard Roberts stated he has lived in Eminence for five years and previously served the last four years on the Council. Feels he would bring experience to the council. He chose not to run for council again as he decided to run for Mayor. He dropped out of the Mayor’s race due to his inability to give enough time to that particular position. He believes he is the people’s candidate and that he has worked well with most everyone present before in some capacity. Stated he is still on the Fire Board and is interested in Eminence and its betterment. He would have time to serve as council person.

Richard (Dickie) Thomas, Jr. expressed his interest in serving in the vacant position. Stated he is a lifelong resident of the City of Eminence and is currently retired from General Electric after serving 36 years. He stated he served two years in the military. His wife is Emma Jean. Stated he has some college. Stated since he is retired he would have plenty of time to do the job.

Polly Troxell stated she has been in Eminence for 22 years with most of her family living in the County. She already has a close relationship with KIPDA through her volunteer work with the Tri-County Community Action Agency. She is involved in many areas of volunteer work with a special emphasis on the elderly and disabled. She currently volunteers four days a week. Stated she believes she can bring a lot to council due to this volunteer work and already knowing the citizens.

Kevin Whitt presented council with a brief written resume of his qualifications. Stated he has been a County resident since 1996 and an Eminence resident since 2002. He is Pastor of the Harvest Community Church and a bus driver for the Henry County School System. He also does a lot of community work. He is open-minded and will made sound decisions.

Bobby Foree stated he ran for Council this past election. He has always lived in Henry County. He still has a daughter in the Eminence school system and wants to be able to make a difference in the community. He also works at Browning Pontiac which would make him fairly available most of the time. He would appreciate the council’s vote.

Member Bright stated that this will be a hard decision for this council to make, as most of them are new themselves. Other council members agreed stated that each candidate could bring something different to the council.

Motion made by Member Meadows to go into closed session to discuss possible council appointment. Motion seconded by Member Armstrong. On a call of vote by Clerk Doane, all members present voted “Yea”.

Open session resumed at 7:00 p.m.

Motion made by Member Armstrong to appoint Richard Thomas, Jr. as the new council member to replace Kelly Mathis. Motion seconded by Member Bright. On a call of vote by Clerk Doane, voting “Yea” were Members Armstrong, Bright and Meadows. Abstaining were Members Browning and Meadows.

All members stated this was a very tough decision and that they appreciated all of the candidates’ interest in the position and any one of them would have done a good job. New Council Member Thomas stated he appreciated his appointment and pledged to do the best job he could for the City.

With no further business to be discussed, motion made by Member Meadows and seconded by Member Stephens to adjourn. All members present voted “Yea”. Meeting adjourned at 7:07 p.m.
