The City Council of the City of Eminence, Kentucky met in a special session on Thursday, April 19, 2007 at 5:30 p.m. at the Eminence City Hall Council Chambers with Mayor Jim Petitt and the following members present: George Armstrong, Shawn Bright, Treva Browning, Danny Meadows and Kelly Mathis. Absent was member Drane Stephens. Other individuals present were Attorney William Brammell, Asst. City Clerk Robin Mullins, Chief Carey Duncan, Major Kevin Kemper, Citizens Helen Moore and Jason Moore.

The purpose of the meeting being called was to approve the lease/purchase of a 2007 Ford Explorer for the Police Department to replace the 2006 Ford Explorer that had been totaled in October 2006.

Mayor Petitt called the meeting to order at 5:32 p.m.

Subject: Lease Purchase of 2007 Ford Explore – Mayor Petitt opened the discussion with the amount of monies received from the insurance company from the totaled 2006 Ford Explorer. Mayor Petitt stated that we have received three checks; the first in the amount of $11,295.38 for the vehicle, a second check in the amount of $500.00 for the deductible and a third check in the amount of $935.46 for the damaged equipment. The insurance company had also made a payment in the amount of $10,559.62 to pay off the totaled vehicle. The mayor suggested we make a down payment of $11,000.00 and finance the vehicle for two years. Which is actually when the 2006 Ford Explorer would have been paid for.

Member Meadows asked how much will the new equipment cost for the Explorer. Chief Duncan said approximately a little over $4,000.00. The essential equipment needed would cost approximately $3,000.00 and the additional equipment would cost $1,000.00 give or take. Other discussion was held on the price of a Ford Explorer versus a Crown Victoria. The Ford Explorer cost $20,699.00 and the Crown Victoria is only $299.00 less at the price of $20,400.00. The Ford Explorer is a V6 and is a four-wheel drive vehicle and there is a slight difference in the miles per gallon per vehicle.

Chief Duncan also stated that Member Mathis had asked at the previous meeting about the mileage on the Crown Victoria’s we currently have. We have four vehicles with mileage over 60,000.

Motion made by Member Meadows to purchase the 2007 Ford Explorer as has been presented with putting $11,000 down and financing for two years. Motion seconded by Member Armstrong. On a call of a vote by Asst. Clerk Mullins, all members present voted “Yea”.

With no further business to be discussed, motion made by Member Meadows and seconded by Member Armstrong to adjourn. All members presented voted “Yea”. Meeting adjourned at 5:45 p.m.
