SPECIAL MEETING MINUTES
The City Council of the City of Eminence, Kentucky met in a special called session on Tuesday, May 23, 2006 at 7:00 p.m. with Mayor Doug Bates and the following members present: Kevin Harris, Laura Whitney, Tom Ferguson, and Leeroy Winburn. Absent were Members Howard Roberts and Drane Stephens. Also in attendance were City Clerk Sandra Doane, Attorney William Brammell, Alice Ferguson, Treva Browning, Jim Pettit, Rick Simmons, William Smith, Tim Fitzgerald, Robin Mullins, Mount Hadden, and Kevin Kemper.
The purpose of the special meeting being called was to receive the Mayor’s budget message, review the proposed budget, hold the first reading of the FY 2006/2007 budget ordinance and hold a closed session to discuss possible litigation.
Mayor Bates called the meeting to order at 7:03 p.m.
Subject: Budget Message – Mayor Bates presented and reviewed his budget message with council pointing out some of the major expenditures and differences from the previous year.
Subject: Budget Review – Mayor Bates reviewed the line item budget per department with council.
Chief Hadden commented that his salary category no longer includes the deduction for the COPS grant reimbursement, which makes this particular line item seem even higher. Chief Hadden also stated that he can only control the items listed on the budget from office supplies and below and cannot control benefits.
Mayor Bates stated that the Main Street Department must be maintained even if we are not receiving grant funds at this time. The position must be filled to be able to apply for grant funds and to keep our accreditation.
Subject: First Reading Budget Ordinance – Attorney Brammell held the first reading of the fiscal year 2006/2007 Budget Ordinance. The budget committee made several comments concerning the difficulty in balancing the budget and stated their appreciation to the dedicated employees of the City. Mayor Bates stated that the employees need to look at the total picture of salary plus benefits to see how much they each really do receive.
Subject: Closed Session – Motion made by Member Harris and seconded by Member Winburn to go into closed session to discuss threatened litigation. All members present voted “Yea”.
Open session resumed at 9:23 p.m.
Mayor Bates called a special meeting for Thursday, June 1, 2006 at 6:00 p.m. to discuss the Renaissance Faire opening, the scope of council member authority, to hold an emergency reading of an amended alcohol ordinance, and to hold another closed session to discuss threatened litigation.
With no further business to be discussed, motion made by Member Whitney and seconded by Member Winburn to adjourn. All members present voted “Yea”. Meeting adjourned at 9:28 p.m.
